Who We Are

Allan Boutte

Founder & CEO

Allen Boutte, LCDC has been working in the field of addiction since 1987.  He started as a peer counselor, where he meet with clients regularly to offer one-on-one support.  He then was an intern / assistant Chaplain Residential where he provided spiritual and emotional care to patients, families, and staff, which helped him become Chaplain in residential treatment.


In 1996, he worked as a supervisor in outpatient, there he planned, coordinated, directed, and supervised the delivery of outpatient patient services.  In 2005, Mr. Boutte, became Director over aftercare, where he assisted clients coming out of the YMAC program who had to complete a year of aftercare as part of their court ordered probation and in 2008 he was Director over treatment in all women programs in state jail and director three years in men stare jail.  He also, has been training Counselor Interns (CI) since 1997.

Barbara Lee

Board Member

Retail Management for 30years. Making People Look and Feel Good at the same time. I was born and raised in Beaumont, Texas. Moved to Katy, Texas  10yrs ago. I'm a mother of a 30yrs son. When I'm not working spending time with my Family is so important to me. When time allows volunteering at the The Christian Outreach and The Recovery and Restoration Project is something I enjoy. Seeing A Smile on Someone face just warms my heart. Two quotes I try to live by.., " Happiness is when, what You think,  what you say and what you do are in Harmony." "Live as if you were to die tomorrow. Learn as if you were to live forever ."

Douglas D. Dyson

Board Member

Born in Mount Herman Louisiana, a small Country Town near New Orleans.   He graduated in top 5% of his High School and later went on to receive his Bachelor of Science in Mechanical Engineer at Southern University in Baton Rouge Louisiana.  

After finishing with a Mechanical Engineering Degree Douglas, moved to Beaumont, TX were he worked in the Petroleum Industry for forty years.  

Douglas is an active member in his church and holds the Treasury position with the Knights of Columbus.  His hobbies is fishing and cycling. 

Latricia White

Administrative Assistant

Latricia White provides assistant administrative support to TRRP “The Recovery and Restoration Project” where her late husband James R. White served as a LCDC Counselor. She established her bachelor’s degree in Family and Community Studies from Prairie A&M University and an MBA from University of Phoenix, all while she and her husband raised seven children. She is a native of Texas where she still resides. Latricia has always had a strong devotion for client/ customer satisfaction for any type of business sector and a deep appreciation for opportunities to learn new avenues. Her faith in God is stronger than ever before and believes that “Life has no limitations, except the ones you make”
